Synopsis of the Scheme 项目简介
National Key R&D Program of China is funded by the central government, with more than 70 special programs released each year. The four key programs released this time are "Advanced Structure and Composite Materials", "High-end Functions and Intelligent Materials", "Novel Display and Strategic Electronic Materials" and "Rare Earth Materials".
Each project could have several sub-topics. Normally the proposal should cover all requirements regulated on the guideline. But particularly for the Youth Scientists project, the proposal is allowed not to cover every requirement and it does not have sub-topics.
国家重点研发计划由中央财政资金设立，每年发布70余个重点专项，本次发布的是“先进结构与复合材料”“高端功能与智能材料”“新型显示与战略性电子材料”“稀土新材料”4个重点专项。
普通项目可下设课题，应整体申报，须覆盖相应指南方向的全部考核指标。青年科学家项目不要求对指南内容全覆盖，不再下设课题。
Eligibility 申请资质
Applicants should meet all the following requirements:
- The PI of the project (topics) shall possess a senior professional title or a doctoral degree， born after 1 Jan 1963 and must spend at least 6 months per year on the project.
- For the PI of Young Scientists Program, male applicants should be born after 1 Jan 1985, and female applicants should be born after 1 Jan 1983.
- Foreign scientists employed by mainland institutions and scientists from Hong Kong, Macao and Taiwan can be the PI of the project (topics).
- In principle, the affiliated institutions and the PIs cannot be changed after the application is received.
- For other eligibility requirements, please refer to the project guidelines.
申请人应符合以下申请资质：
- 项目（课题）负责人须具有高级职称或博士学，1963年1月1日以后出生，每年用于项目的工作时间不得少于6个月
- 青年科学家项目的项目负责人，男性应为1985年1月1日以后出生，女性应为1983年1月1日以后出生
- 受聘于内地单位的外籍科学家及港、澳、台地区科学家可作为项目（课题）负责人
- 申报项目受理后，原则上不能更改申报单位和负责人
- 其他申报要求请参阅项目指南

Applicants shall log in and submit the proposal on the National Science and Technology Information System, Public Service Platform. Please contact Yanfei Wang to create an account if you have not applied for project from the MoST before.
